In regards to crafting cloaks, you can get the EoF Tailor Recipe Books for them in QH or EFP from the Tailor merchant (just enter Tailor into the search field when you click on a city guard to find them).
The first book is at level 23 and then every 10 levels thereafter (up to 63).
